Africa50 has appointed former IFC regional director Cheick-Oumar Sylla as Chief Executive Officer of its Project Development Fund, effective immediately after the announcement on Tuesday, September 1, 2026. Sylla brings over three decades of experience in infrastructure investment, project development, and public-private sector work across Africa, the Middle East, and Europe, most recently leading IFC’s operations in North Africa and the Horn of Africa.

The appointment places Sylla at the center of Africa50’s 2030 roadmap, aiming to transform African infrastructure priorities into bankable, investment-ready projects capable of attracting African institutional capital and global investors. Africa50’s Group CEO Alain Ebobissé said project development is central to scaling infrastructure investment across the continent, and Sylla’s expertise will accelerate the shift from concept to bankability.

In recent months, Africa50 secured $50 million from international development finance institutions for climate-resilient infrastructure and a $20 million commitment from British International Investment to its Infrastructure Acceleration Fund, bringing total commitments to about $330 million. The firm also announced partnerships covering electricity transmission, LNG, and healthcare infrastructure in Tanzania.

With less than 2.7% of the roughly $4 trillion managed by global institutional investors currently allocated to Africa’s infrastructure and productive sectors, and an annual financing gap exceeding $1.3 trillion, Sylla’s leadership is expected to help bridge that divide.
