APC National Publicity Secretary Felix Morka argues state and local governments control most factors contributing to multidimensional poverty in Nigeria, not the Federal Government. Speaking on Channels Television's Sunday Politics, Morka said issues like access to potable water, basic healthcare, and sanitation—key poverty indicators—are largely the responsibility of subnational governments.

He emphasized that Nigeria's tendency to focus exclusively on President Tinubu for poverty challenges stems from an over-centralized system inherited from military rule. "Many of those livelihood issues belong within the province of subnationals, but in this country we tend to focus almost obsessively on the federal government," Morka stated.

Since fuel subsidy removal in 2023, significant resources have been allocated to states and local governments, giving them greater financial capacity to address poverty. Morka maintained that subnational governments "carry the burden of actually ameliorating some of the conditions that play into all of that data set about multidimensional poverty."
