CPPE raises alarm over foreign retail expansion as Nigerian businesses face mounting pressures
CPPE issued a policy brief this morning warning that growing participation of foreign nationals, particularly Chinese traders, in Nigeria's retail and distributive trade could increase pressure on Nigerian-owned businesses already struggling with weak consumer demand, high financing costs, and rising operating expenses. The think tank highlighted concerns across sectors including textiles, phone and computer accessories, automobile spare parts, tyres, plumbing materials, and household goods.
CPPE emphasized that Nigeria's distributive trade sector employs an estimated 27.5% of the nation's workforce, with millions of Nigerians dependent on wholesale and retail trade across these product categories. While clarifying that its concerns are not directed at China - Nigeria's major trading partner - the group argued that foreign manufacturers moving further down the distribution chain to sell directly to consumers end up competing with businesses that previously formed their customer base.
The organisation called for a comprehensive review of the regulatory framework governing foreign participation in retail, urging examination of business permits, expatriate quotas, immigration approvals, and other authorisations. CPPE stressed that expatriate quotas should prioritize scarce skills unavailable locally, noting retail trading generally doesn't require such expertise. However, it explicitly rejected calls for arbitrary restrictions, advocating instead for consistent enforcement of existing laws, transparent rules, and a clearly defined investment policy aligned with Nigeria's economic priorities, including stronger incentives for foreign investment in manufacturing, infrastructure, technology, agro-processing, mining, and energy sectors.
