Dutch court hands life sentence to man for 3,000-Tutsi massacre in Rwanda

Dutch court sentenced Eugene N., a Rwandan-born Dutch national, to life imprisonment on Friday for inciting and participating in the massacre of 3,000 Tutsis during the 1994 Rwanda genocide. The violence occurred in April 1994 when victims sought refuge in a football stadium in Mbazi, southern Rwanda, only to be systematically slaughtered. Prosecutors alleged N. went on a 'rampage of looting and destruction' before the massacre, torching houses and plundering possessions, and was personally involved in the killings.

The judge stated only a long life imprisonment would be appropriate for the war crimes and genocide committed. N., who fled to the Netherlands in 1998 and obtained Dutch nationality, cannot be extradited to Rwanda despite an international arrest warrant issued in 2014. Dutch prosecutors reopened the case in 2020, interviewed witnesses in Rwanda, and arrested him in 2024.

This verdict shows how European courts use universal jurisdiction to prosecute grave crimes committed abroad, with several dozen Rwanda genocide suspects already tried in such courts. The 1994 genocide claimed an estimated 800,000 lives, mostly Tutsis.
