FG reviews China Hyway proposal for 10,000 affordable housing units nationwide under EPC+F model

The Federal Ministry of Housing and Urban Development announced Tuesday it is reviewing a proposal by China Hyway Group Limited to develop 10,000 housing units across Nigeria's six geopolitical zones within 30 months. The project would use prefabricated construction technology under an Engineering, Procurement, Construction and Financing (EPC+F) model.

Minister Engr. Muttaqha Rabe Darma directed a committee to conduct a comprehensive review after receiving the presentation from China Hyway's Chief Engineer, Lewis Chima. The minister emphasized that land would be provided in Abuja, states, and local government areas subject to due process, noting the proposal aligns with President Tinubu's Renewed Hope Agenda.

The company says its approach will reduce construction costs, improve quality, and shorten timelines while delivering affordable housing. This comes as Nigeria faces an estimated 17 million-unit housing deficit—requiring about 550,000 units annually over 10 years at an estimated N5.5 trillion yearly. Current Renewed Hope programs show price variation: government-funded one-bedroom apartments at N8-9 million versus PPP-developed units at N22 million.

The proposal remains under review and has not received final approval. If implemented, it would join other initiatives including the recent handover of 116 completed units to Benue State and the FMBN Rent-to-Own Scheme targeting 3,000 units nationwide for eligible contributors.
