INEC to introduce downloadable PVCs, full online registration ahead of 2027 elections
INEC will introduce downloadable Permanent Voter Cards (PVCs) for voters who lost, defaced, or cannot read their original cards, starting with a pilot in the August Osun governorship election. Chairman Prof. Joash Amupitan announced this new technology aims to modernize electoral processes for 2027.
The downloadable PVC option is NOT automatic or available for first-time registrants. Voters must have previously collected a physical card that is now lost, damaged, or unreadable. Affected citizens must formally lodge a complaint at least 90 days before any election to qualify for replacement.
INEC is also finalizing technology for complete online voter registration without physical biometric capture at offices. Testing begins soon after commission approval. Both initiatives target eliminating voter disenfranchisement and ensuring seamless registration for eligible citizens.
