Specialized AI cells of 5-20 trusted operatives query these models after central Islamic State provided hardware, encrypted satellite links and training since approximately 2023 to bypass safety filters.
This gives battle-tested insurgents cheap access to expert-level problem-solving, creating an "uplift" effect where they become faster, more precise and harder to dismantle without comparable resource increases. The broader Lake Chad Basin conflict has claimed approximately 43,000 lives and displaced 3.1 million people over 15 years of insurgency. States face bureaucratic hurdles in AI adoption involving budget approvals, procurement and training while militants experiment freely with smartphones and internet connections.
