The National Bureau of Statistics reported that Nigeria’s 36 states and the FCT generated N5.15 trillion in internally generated revenue in 2025, a 40.93 percent increase from N3.65 trillion in 2024. Lagos State led with N1.77 trillion, accounting for over a third of the total, followed by Rivers State at N428.42 billion and Enugu State at N406.77 billion. The FCT came fourth with N356.34 billion, while Ogun, Delta, Edo, Oyo, Kano and Akwa Ibom completed the top ten. At the bottom, Yobe State recorded the lowest IGR at N16.01 billion, with Ebonyi close behind at N17.18 billion.

This concentration of revenue highlights a stark fiscal divide: Lagos alone contributes more than a third of all state‑level IGR, giving it far greater capacity to fund infrastructure, pay salaries and attract private investment than states like Yobe or Ebonyi, which rely heavily on federal allocations. The gap affects everything from road quality and school funding to job availability and the ease of doing business across the country.

If you are an investor, entrepreneur or job seeker, consider whether the fiscal strength of a state aligns with your goals—high‑IGR states may offer better services and opportunities, while low‑IGR states may need stronger revenue‑generation policies. What steps should your state take to boost its internally generated revenue, and would you support or advocate for such reforms?
