NCAA has fined RwandAir ₦15 million for failing to resolve a passenger's damaged baggage complaint within the timeframe required by aviation regulations. The sanction, announced by NCAA Director of Public Affairs Michael Achimugu on Friday (Sept 11), also orders the airline to replace the damaged baggage and pay $170 as first-needs compensation under Part 19 of the NCAA Regulations 2023.

This action is part of the regulator's intensified crackdown on airlines over passenger complaints. In July, NCAA threatened to suspend Royal Air Maroc's operations for persistent baggage handling failures and delayed complaint resolution. In November 2025, it fined Qatar Airways ₦5 million for similar consumer protection violations. The NCAA emphasizes its goal is sustainable, lawful operations that protect passengers - not to drive airlines out of business.
