NCC reviews MVNO rules to boost telecom competition and access nationwide
Nigerian Communications Commission (NCC) has initiated a review of Mobile Virtual Network Operators (MVNO) Business Rules to deepen competition and expand telecom access across Nigeria. Dr. Aminu Maida, NCC's Executive Vice-Chairman, announced this at a stakeholders forum in Abuja on Thursday, July 15, 2026, with representation from Director of Licensing Usman Mamman. Mamman explained the review aims to foster innovation and refine the regulatory framework governing MVNO operations, ensuring a more competitive and inclusive telecom environment. He noted the framework, born from years of industry consultations, supports diverse business models and technical capabilities by allowing qualified operators to deliver mobile services using existing Mobile Network Operators' infrastructure without owning spectrum or building nationwide networks. Currently, NCC has issued 46 MVNO licenses across five tiers: 1 Tier 1, 11 Tier 2, 16 Tier 3, 7 Tier 4, and 11 Tier 5 licenses. Legal Head Chizua Whyte added the draft rules clarify licensing, operational duties, and MNO relationships while protecting consumers and market integrity. AMVON President Ken Nwabueze urged NCC to address revenue-sharing arrangements and enforce the proposed rules. The stakeholder forum seeks industry feedback before final approval. With 46 MVNOs already licensed, this review could lower barriers for new entrants, potentially driving down data costs and improving service options for consumers and businesses nationwide.
