NGX Chairman Kwairanga said the Dangote Petroleum Refinery IPO signals Nigeria’s readiness to support large‑scale capital raising through its capital market. Speaking at the Fintech Money 20/20 Middle East event in Riyadh on Wednesday, he stressed that the offer’s significance goes beyond transaction size, demonstrating the market’s capacity to back businesses of substantial scale.

He explained that the IPO will enable companies to raise long‑term capital, broaden ownership, and give institutional and retail investors a chance to participate in growth. The move could encourage other large Nigerian and African firms to view the capital market as a credible financing avenue, especially as market infrastructure improves with the shift to T+1 settlement, extended trading hours, and Nigeria’s return to the FTSE Russell Frontier Market universe on 21 September.

Kwairanga added that NGX is working to make major public offers accessible to everyday Nigerians via stockbrokers, banks, approved digital platforms, and the NGX Invest infrastructure that links issuers to these channels. The initiative aims to broaden ownership and create opportunities for younger and first‑time investors. He also highlighted the importance of transparency, investor education, and regulated channels to protect investors, warning that digital access does not eliminate risk.

The IPO opens for subscription, though pricing and exact dates were not disclosed in the report.
