Phillips Consulting releases revised 2026 State Performance Index with FY2025 data
Phillips Consulting Limited (PCL) has released the revised 2026 State Performance Index (pSPI), incorporating FY2025 audited financial statements and updating methodology. This edition supersedes the initial version published on 23 July 2026 and is now the definitive 2026 pSPI.
The index now separates current performance (Performance Snapshot) from progress over time (Rank Trajectory), measures debt sustainability using both debt per capita and debt-to-revenue, and scores financial transparency based on timeliness of audited accounts. These changes give governments, investors, development partners, researchers and citizens a clearer, more comparable view of how Nigerian states are performing and where they are headed.
The revised pSPI is accessible at www.pspi.com.ng. Future editions will be released after July 31 each year to align with availability of audited accounts. Stakeholders can use the index to inform investment decisions, policy assessments, or research. Methodological improvements aim to reduce misinterpretation caused by differing score scales or data availability.
