Akpe attended the Rivers State College of Education, where he acquired a bachelor’s degree in education. Until his appointment, he was Chief of Staff to Governor Douye Diri and had previously served as Acting Chief of Staff and Deputy Chief of Staff. Dr. Akpe started his professional journey in academia as a lecturer at the Niger Delta University, where he contributed to teaching and research in education policy and management. He also worked as a legislative aide, political adviser, and consultant on education and development policy. He is a former two-term member of the Bayelsa State House of Assembly, where he served as majority leader.
