Uganda imposed a mandatory 21-day quarantine on citizens returning from the Democratic Republic of Congo (DRC) on Sunday, October 25, as authorities investigate Nigeria's first imported Ebola case. Health Minister Chris Baryomunsi announced the measure in Kampala alongside intensified screening at Entebbe International Airport and all land borders, requiring all travellers to complete passenger locator forms.

According to Nairametrics, Nigeria confirmed its first Ebola case on Tuesday, October 20—a woman who tested positive for the Bundibugyo strain in Abuja after travelling through Uganda. Genomic sequencing shows the virus is closely related to Kenya's index case, though no direct epidemiological link has been established. The patient's travel history includes Uganda and reportedly the DRC, though Swiss authorities have disputed the DRC visit, adding uncertainty to source investigations. Meanwhile, 60 contacts of Kenya's Ebola patient completed 21-day monitoring in Uganda without symptoms.

Africa CDC has appealed for urgent international assistance for Nigeria, including funding, equipment, and diagnostic tools. The agency also flagged over $700 million in unaccounted Ebola response funds in DRC from approximately $962 million disbursed—only 30% of implementing organisations provided financial records. FAAN has strengthened screening at Nigerian airports nationwide.

With regional spread across four countries and conflicting travel accounts, the investigation remains fluid. What steps should Nigeria take to strengthen border health infrastructure while investigations continue, and how can citizens stay informed without panic?
