The United Nations Security Council will meet Monday at UN headquarters in New York to discuss Russia's escalating attacks on Ukraine. Kyiv's mayor, Vitaliy Klitschko, warned residents to leave the capital after Russian strikes left half of residential buildings without heating in sub-zero temperatures. Ukrainian ambassador Andriy Melnyk accused Russia of reaching 'an appalling new level of war crimes and crimes against humanity.'

Russia confirmed firing an Oreshnik intermediate-range ballistic missile—the second time using the weapon since the war began in February 2022.
